• Clerk had been unable to access the meeting due to connectivity issues.
• Mr Stenson queried the information supplied on the proposed unitary authority structure proposals as he felt it was not something the PC could easily have a view on as it is such a complicated subject.

9.10.20 Flooding updates

• Tallentire -No issues with flooding, however the Hill Roads are not coping well with rainwater, the road is under up to a few inches of fast flowing water.
• Dovenby. - Nothing noted

10.10.20 Parish Maintenance

• Roadworks through Tallentire have caused disruption, predictably. Poor communication with residents regarding the timing of the closure being the primary issue.
• An electricity pole that had been slated for removal/burial in the newly resurfaced road would have resulted in the loss of a street light, to the consternation of a resident. It has been confirmed that this will now be sited on a new pole and the resident is happy with this outcome.
• It was noted that there has been a generally poor response to reported potholes throughout the Parish with some having been reported two months or more ago.

11.10.20 M Sport

• Briefly discussed the meeting on the 24th November with ABC. Notes of which were previously circulated.
• Brampton Woodworks Ltd have quoted £27,500 to supply bridge and move the wall, however resident has raised the fact that Condition 16 in the approval of the planning permission requires M Sport to improve the footpath. Also Mr Hodgson was contacted by a parishioner asking what the PC was going to do about the poor condition of the footpath.

12.10.20 Defibrillators in Parish

• Dovenby has now been re-installed and working well. Tallentire - No progress in finding new location. 
• Mr Rollison and Mr Crosby will look into possible locations close to the BT phone box.
• Bridekirk - In good working order.

• Allerdale BC - Cllr Janet Farebrother not in attendance but sent in a report. This was circulated prior to the meeting and related to the proposals being put forward for Unitary Authority across Cumbria with CCC wanting a single authority and the Local Authorities putting in for two authorities across Cumbria, no further details are currently available.
• Cllr Cockburn - added to the discussion around the M Sport. There seems to be an effort to make sure that information is being as widely shared by Allerdale Planning Team in the interest of transparency. Clerk to ask for an urgent meeting prior to development panel.

7.9.20 Planning Applications -

8.9.20 Clerks report -

• Website compliance. Mr Rollison has provided information about a service that was discussed in the meeting and it was resolved that Mr Rollison will follow up with the preferred supplier and come back to the PC with progress.
• Use of the phone box for defibrillator housing in Tallentire. There has now been firm confirmation that there will not currently be the opportunity for the phone box to be purchased as the consultation led to Allerdale BC asking that it remain as a functioning call box and this cannot be jointly used by the PC.

9.9.20 Flooding updates

Tallentire -No issues despite the recent heavy rains. Drain is working

Dovenby. - There were some localised issues at one end of the village, and it has been suggested that we secure some flood sacks through Allerdale Borough Council. Mr Buckley has also asked if he can be authorised to get quotes for a digger and to clear some areas of the beck that need some attention. Too late in the year to use machinery but can do it by hand. Agreed that this can be moved forward. Dovenby Crags and Papcastle roundabout since resurfaced is now flooding more easily. Clerk to report.

10.9.20 Parish Maintenance

• Potholes - continue to be reported, the road will be closed through Tallentire later this month for a few days whilst the work is undertaken there. Tallentire Hill road is in a very bad state. Parish Clerk to report the issues. Clerk will send a link for future usage and reporting by individuals.
• Beck edge -Still awaiting quote.
• Wall around the grassed area in Dovenby belonging to the PC. It had been agreed that we would progress with the work on a repair basis. Mr Armstrong met with the contractor. Concerns around the visual impact of the work if it was only repaired. It would cost £1,600 for the repair or approximately £4,600 for a dismantle and rebuild it. It was resolved that the work is moved forward as a rebuild once Mr Armstrong has confirmed the price.
• Public Footpath - nothing further to report.
• Footbridge in Dovenby.- Originally waiting for price from contractor, but it has now been determined that M Sport application originally included improvements to the pavement, but there are concerns that this was a possible/option so this may not be being progressed by CCC. Mr Hodgson will go back to them and get some form of commitment as things are going round in circles.
• Speeding through Dovenby - Still awaiting further action but remains on agenda for updates as appropriate. We believe the consultation has commenced.

11.9.20 M Sport - previously covered in report.

12.9.20 Defibrillator for Dovenby - has now been installed. There had been issues with the batteries, this has now been removed and temporary replacement put in until it is fixed.

13.9.20 Cumbria Community Foundation

• Mr Stenson submitted an update which confirmed that CCF did pay £5,000 towards Covid research, they cannot rule out any future applications into the fund. Discussion about possible applications that might be made into the fund. No further meetings have been arranged and no Zoom meetings planned so Mr Stenson is unsure if there are even any other proposals in the pipeline.

• Cllr Cockburn - MSport has another application in for approval of Condition 6. A number of residents do not appear to have received notice of this, nor has the Clerk of the Parish Council. They have stated that they have met the criteria, so the reading of the application seems to presume acceptance. Email sent to Sara Brook during the meeting. Request a Zoom Meeting with Sarah Brook, Sian Tranter and Simon Sharp.

7.8.20 Planning Applications -

• Tallentire Hall Licensing Application This licensing application was approved in spite of the objections from both Parish Council and Cllr Cockburn on behalf of the parishioners. There are still some concerns about the activity, and this will be monitored by the local community.

8.8.20 Clerks report - Website compliance. There has been a change of regulations as to how the website must be presented. Mr Rollison and the Clerk have been in correspondence regarding this and proposals were put forward. There was discussion around this and it was agreed that we would have a minimalistic website to cover the required information and keep a separate website for community information and news, with links to the Parish Council website. We shall have a notice showing that the website is being updated.

9.8.20 Flooding updates

• Tallentire -No issues despite the recent heavy rains.
• Dovenby. - Been on to West Cumbria Rivers Trust to discuss initial ideas for spending some of the available funding that must be spent before the end of the financial year. Another meeting in a couple of weeks. Have requested assistance in completing paperwork to get approval for sediment removal from the beck. This work may need to be undertaken every couple of years.

4.7.20 There were no members of the public present at the meeting, however a request to turn the green at Dovenby into a wildflower meadow was discussed following request from a parishioner. There was a view that there might be other areas that might be appropriate, and this might be considered but concern that it would lose a local amenity. It was felt that there should be some consultation with the local community as it is used by residents. Potentially around the bench in the village might be one to be considered. Will look at it again in the winter with potential action in Spring.

• Cllr Cockburn has alerted Planning Department to the fact that some developers are submitting plans for affordable homes that the standard is not being met in respect of the footprint. Concerns that this could happen in Allerdale, but not currently aware of it.

• It was resolved that there were no objections to this application although the supporting documentation was not very helpful in decision making.

• It was acknowledged that there has been a delay to the decision in respect to this application.

9.7.20 Flooding updates

• Tallentire -No issues despite the recent heavy rains.
• Dovenby. - In the period since the July meeting, three near misses, but no actual flooding. It is definitely different from previous years so it is felt that the work has had some impact.
• Communication from the Rivers Trust to say more funding available for natural flood defences but has to be spent by end of the financial year. Mr Buckley will meet with them in the next few weeks. Data has been being collected rain falling on pond at Fieldside Farm, it appears that this is helping. However, by the time it reaches Dovenby it is levelling out. Possibly need to look at something nearer to the village. Implications of putting bunding on the Green in Dovenby were briefly discussed. Another option considered is land to the rear of The Ship which would help but the landowner is not interested in supporting this approach at this time.

10.7.20 Parish Maintenance

• Beck edge - contractors have been out, but yet to quote
• Wall around the grassed area in Dovenby belonging to the PC.The prices that are coming in for replacing it equate to one and a half years full precept and the concern is that whilst this is a lovely wall to have it will mean that there are little reserves left for any emergency in the future. Discussion took place as to whether to simply patch it up or remove and replace with a fence. There is the potential that the value of the stone may pay for the wall to be removed and have the fence in place of it. It was resolved that the wall is therefore patched this time around, but it will need to be considered that the alternative is an option for the future.
• Public Footpath signage - No further update
• Footbridge in Dovenby.- Nothing to report, much of the work is on hold due to Covid 19.
• Speeding through Dovenby - Letter received confirming that there had been a decision to reduce speed in Dovenby, but it may take until 2022 to get resolved. However it is now likely to take place much sooner.

• Condition 6 Application has now been withdrawn as of 29th July 2020.

• Considered the Parish Council response to the application for a premises license at Tallentire Hall. There are conflicting versions of what they are applying for that appear to then conflict with the application that the Parish Council do not feel that they can support this application. The view therefore is that there should be a formal objection to the application on the grounds of public nuisance.

• Potholes - continue to be reported
• Beck edge requires work, site visit is being arranged for potential contractor to do the work.
• Wall around the grassed area in Dovenby belonging to the PC. This needs to be revisited as it will need foundations to be put in, and the price quoted in last meeting did not include this aspect of the work. Agreed that the information would be shared via email in order to progress over the summer recess. In the interim the area is to be ticker taped off with a warning sign.
• Public Footpath signage - No further update
• Footbridge in Dovenby.- Nothing to report, much of the work is on hold due to Covid 19.
• Speeding through Dovenby - it has emerged that there was a recommendation for speed reduction following a traffic survey in 2018 so FOI has been put in to confirm this.
• Further approach to be made with regard to speed reduction warning signs in Tallentire.

11.6.20 M Sport

• No update. Clerk to write to Simon Sharp for an update on Condition 6
• 12.6.20 Proposed Defibrillator for Dovenby - Power supply box is now in situ. Electricity NW is now aware and it is with them to action. Total cost expected to be approximately £50 per year. Mains connection should be done in next few weeks, then box will be on the wall and the announcement needs to be made to NW Ambulance and go on the website. Training event then will take place for local people. Hope to have the work completed by August.
• Tallentire - Clerk to send email to BT re the purchase of the phone box.

Minutes of the meeting of Bridekirk Parish Council held on Thursday 11th June 2020

1.5.20 Apologies for absence received from Cllr J Farebrother; Mr R Stenson (IT fail); Mr Nixon (IT fail); Mr R Coy (IT fail)

2.5.20 The minutes of the meetings held on Thursday May 12th 2020 were (virtually) signed as a true record. (Change to houses opposite the pub in Item 9)

3.5.20 There were no declarations of interest in matters on the agenda.

• Agreed to pay the grass cutting invoice on receipt.

• Nobody present from CCC
• Cumbria Constabulary - nothing from police but aware of an RTA in Tallentire, on the one way system where a driver had driven the wrong way around the system, nobody hurt.
• Allerdale BC -Cllr Farebrother has forwarded an update from Allerdale BC which will be circulated via email after the meeting and posted as an appendix to the minutes of the meeting.
• Cllr Cockburn -First Development Panel via Zoom took place, things are slowly returning to usual.

• Tallentire - Some tidying up still needs doing and a road sign to be reinstated but works are otherwise complete

10.5.20 Parish Maintenance

Potholes - continue to be reported

• Wall around the grassed area in Dovenby belonging to the PC. In need of repair, photographs have been shared prior to the meeting and discussion took place, it was resolved to. Stone waller has been consulted, about five areas need to be repaired. Cost would be £1,600 to repair or £4,500 to take the full wall down and replace. Discussion took place and it was agreed that it is more economical to do the proper job, particularly as we are aware of other issues with the wall. Clerk to get quotations, but unless significantly cheaper then we should go with the local business.
• Public Footpath signage - Mr Rollison has contacted the Rights of Way Officer but still awaiting a response. Part of the challenge is to find out who owns the land where the gates, stiles, signage is missing or damaged.
• Footbridge in Dovenby.- Nothing to report, much of the work is on hold due to Covid 19.
• Speeding through Dovenby - Mr Hodgson has been pursuing a speed restriction/ signage and has stats to support it, these have been forwarded to relevant parties who may be able to assist with the matter through Highways.

12.5.20 Proposed Defibrillator for Dovenby

• Funding has been received from CCF to the sum of £4,162.87. Mr Hodgson to confirm the quotation still stands.

13.5.20 Cumbria Community Foundation

• There was no CCF meeting during April or May due to the Covid 19 situation. Currently no date set for another.
• Gary Higgs (CCF rep) advised the group by email on 18th May of an application for funding from Gilcrux and requested email response but did not give a time scale. It was for a toddler group at Gilcrux being 3 items of play equipment at a cost in excess of £10K. Mr Stenson objected to this on the grounds that the total cost was excessive for the very small numbers of toddlers who benefit and extravagant for the items involved. It constitutes one third of the total annual grant from CCF for all the parishes.
• No update on how this application fared
