Minutes of the meeting of Bridekirk Parish
Council held on Thursday 14th March 2019
Present: Simon Dumbill (Chair); Mr R Stenson; Mr
W Nixon ; Mr R Coy; Mr M Buckley; Mr I McCambridge; Ms D Cosgrove (Clerk)
1.2.19 Apologies for absence received from; Mr M
Rollison, Mr F Armstrong & Mr D Hodgson, also from Cllr N Cockburn &
Cllr J Farebrother;
2.2.19 The minutes of the meetings held on
Thursday 14th February 2109 were signed as a true record.
3.2.19 No declarations of interest were made.
4.2.19 No members of the public were present
5.2.19 Accounts for payment approved
- An amended invoice was received from M B in
reference to the skip hire from last month, therefore there was an
additional payment of £1.31 to be paid.
- Due to the length of time it has taken to get
all the paperwork in place for the bank transfer a new cheque was raised for
£10,000 to open the account with the Cumberland Building Society, the
previous one was destroyed during the meeting.
6.2.19 Reports from outside bodies
7.2.19 Planning Applications -
- Ref: FUL/2019/0027 Applicant: Mr and Mrs Steel
Proposal: Erection of detached building to house livestock Location: Anns
Hill Bridekirk. There were no objections to this planning application and
the clerk was instructed to post on to the Planning Portal.
- Ref: FUL/2019/0046 Applicant: Mr and Mrs
Crosby Proposal: Two new passive house dwellings, Location: The Chestnuts,
Tallentire. Following discussion it was felt that this was a proposal that
is outside the village envelope and was not on land that was identified as
development potential in the village in the local plan, therefore the clerk
was instructed to post this objection on the Planning Portal.
- Ref: HOU/2019/0031 Applicant: Mr and Mrs
Worsworth Proposal: Proposed sunroom and utility extension Location:
Catterlen, Dovenby. No objections, the clerk was instructed to post this on
to the Planning Portal.
8.2.19 - Clerks report - Items reported under
appropriate minutes for easy access
- Letter sent to Mr Lindsay as instructed at
previous meeting, copy circulated for the records.
- Contact made with those tendering for the
grass cutting contract, the business that was not successful had asked for
specific feedback and this was provided.
- Correspondence has been received from United
Utilities since the last meeting and this has been circulated.
Correspondence from NHS regarding some changes circulated.
- Corresponded with Jackson Hetherington who has
provided a price for the repair and maintenance of the notice boards, the
view was that this work should be done when the boards are fully dry. Mr
Hetherington to be notified.
- Correspondence from a Mrs T from Australia who
was seeking information about the church in Bridekirk, information confirmed
and clerk instructed to provide it to her.
9.2.1 Flooding updates -
- There had been some worrying moments during
the recent heavy rain, but this did not result in any properties being
flooded. M B indicated that the leaky dams are working, but that there is
really a need for 3 -5 further ones to be built, this is a challenge to
achieve without match funding. Following discussion it was resolve that MB
should consult with the Rivers Trust to get a firmer picture of exactly what
is needed and to indicate that the Parish Council would look favourably on a
request for partial funding if this could be matched from outside funders to
deliver a robust system.
- No real update regarding Tallentire, it is
believed that the talks with land owners is ongoing.
10.2.19 - Parish Maintenance -
- Grass cutting contract. Successful applicant
has been notified and will commence work. He has been instructed that the
timescale for the payments needs to meet our Parish Council meetings.
- Notice Boards - Price was looked at for
replacement and for repair, it was agreed that the work should be undertaken
to repair as this provided the best value, clerk to ensure that the work is
carried out when the weather dries a little. .
- Bus Shelter, Dovenby- Correspondence from
Cumbria County Council re the condition of the bus shelter which is
privately owned. The matter is now closed as far as they are concerned, the
owner has indicated that he will brick it up if it is not wanted by Parish
Council, so we await confirmation that this has indeed happened.
- Defibrillator for Dovenby, RC has been in
touch with the lady looking into this and given her the information that he
has from the previous defibrillators we have had installed.
11.2.19 M Sport -
12.2.19 - Cumbria Community Foundation
- Next meeting will not take place until early
September 2019. There was one small application received for £400 which was
approved, full details to follow.
